KPEP’s administrative offices are located at 519 South Park St., Kalamazoo, MI in the east wing. KPEP’s administrative office oversees operations at all KPEP locations.

WILLIAM DEBOER
CEO
William DeBoer graduated from Western Michigan University in 1985 with a Bachelor of Science in Sociology. William started his career at KPEP as a part time resident coordinator in 1983. Soon thereafter he was promoted to case manager, and then in 1986 program manager. In 1987 he was named executive director. At the time KPEP was a 25 bed program operating out of the St. Joseph Church on Race Street. Since then, KPEP has grown to a program with 400 beds and over 800 outpatient clients. William is a member of the Rotary Club of Kalamazoo and serves as a trustee on the Byron Township Board. In 2012, Governor Rick Snyder appointed William to the State Community Corrections Advisory Board and he continues to serve on the board today.
LINDSAY MARSHALL
PRESIDENT
Lindsay Marshall has been part of the KPEP team since 2005, building her career through a variety of roles that have given her a strong understanding of every aspect of the organization. Since becoming Chief Operating Officer in 2017, she has focused on strengthening operations, supporting staff, and helping position KPEP for continued growth and success. In recognition of her leadership and commitment to the organization, the KPEP Board of Directors appointed Lindsay as President, effective July 20, 2026.
Lindsay earned her Bachelor’s degree in Business Administration and later completed her Master of Business Administration (MBA) through Western Governors University. She is passionate about both her profession and the communities KPEP serves. Outside of her work, Lindsay serves as Treasurer of the Michigan Association for Community Corrections Advancement (MACCA) and is a member of the Van Buren Community Corrections Advisory Board, where she collaborates with justice system partners to strengthen community corrections programs throughout Michigan.
Known for her collaborative leadership style, strategic vision, and commitment to innovation, Lindsay is dedicated to advancing KPEP’s mission while building strong partnerships that create lasting positive outcomes for the individuals and communities the organization serves.
JAMES EDWARDS
VICE PRESIDENT OF RESIDENTIAL SERVICES
Jim Edwards earned his Bachelor of Social Work from Western Michigan University in 1989 and his Master of Social Work in 1997. He began his career with KPEP in June 1989 as a part-time Resident Coordinator and was promoted to a full-time role later that same year.
Throughout his career at KPEP, Jim has advanced through a series of leadership positions, including Resident Case Manager, Senior Resident Case Manager, Program Manager of the Work Release Program, and Program Manager of the Residential Program. He currently serves as Vice President of Residential Services, where he provides leadership and oversight for KPEP’s residential operations and programming.
With more than three decades of service, Jim has played an integral role in the growth and development of KPEP’s residential programs. He has mentored and guided numerous Program Managers and supervisors, helping to develop future leaders while fostering a culture of accountability, professionalism, and high-quality client care. His collaborative leadership style and extensive institutional knowledge have been instrumental in strengthening operations and supporting KPEP’s mission.
Throughout his career, Jim has worked closely with probation and parole officers, community corrections professionals, and criminal justice partners to coordinate services, promote successful client outcomes, and maintain strong relationships between KPEP and referring agencies. His ability to build trust and collaborate with stakeholders has contributed significantly to the organization’s reputation as a respected community corrections provider.
Jim is also committed to serving the broader community. He serves on the Kalamazoo Community Corrections Advisory Board, where he helps shape local community corrections initiatives. His dedication to collaboration, leadership, and community service reflects his longstanding commitment to improving opportunities and outcomes for the individuals and communities KPEP serves.
ANDELIN GOOLSBY
Director of Accreditation and Personnel
Andelin Goolsby graduated from Western Michigan University in 2000 with a Bachelor of Science in Psychology and began her career at KPEP shortly thereafter as a Resident Coordinator. Since joining the organization, she has held several key roles, including managing both resident and district court supervision caseloads, before advancing to Senior Case Manager, where she was responsible for supervising and evaluating case management staff. In 2006, Andelin was promoted to Program Manager, overseeing operations at both the Olmstead Road and Chicago Avenue locations at different times. In October 2010, she was named KPEP’s Director of Accreditation, where she oversees the organization’s CARF accreditation and PREA certification. In March 2022, Andelin was promoted to Director of Accreditation and Personnel, where she oversees KPEP’s human resources functions, including recruitment, employee relations, benefits administration, compliance, leave administration, and organizational policy development.
With more than 25 years of service to KPEP, Andelin brings extensive organizational knowledge and leadership experience, with a commitment to maintaining the highest standards of accreditation, regulatory compliance, and human resources practices while supporting the organization’s mission of providing quality correctional and rehabilitative services.
