On July 16, the KPEP Board of Directors selected Lindsay Marshall as President of KPEP, effective July 20, 2026. The decision followed several months of transition planning and candidate review after KPEP President/CEO William DeBoer notified the Executive Committee of his plans to fully retire in 2027.
To assist with the transition, Bill will stay on as CEO through July 2027, when Lindsay will take on the role of President/CEO.
“Lindsay has been an integral part of KPEP’s leadership for years, and the Board has full confidence in her ability to lead this organization forward,” said Board Chair and Kalamazoo County Prosecuting Attorney Jeffrey S. Getting. “Her operational leadership, deep institutional knowledge and unwavering commitment to KPEP’s mission make her the right person to guide this organization into its next chapter.”
“I’m grateful to Lindsay for her years of dedicated service, and I look forward to seeing what she accomplishes in this new role,” he continued, “Thanks, also, to the members of the Executive Committee and Board for their commitment to ensuring KPEP’s tradition of strong and visionary leadership continues.”
Lindsay has served as KPEP COO since January 1, 2018, leading the organization’s finance, food service, technology and human resources departments as well as overseeing contract compliance. In this position, she was responsible for the software transition from in house servers to cloud based technology and streamlined data entry and solutions with Correct Tech. She oversaw the vocational training program, led KPEP’s expansion into the Eaton County jail for MDOC probationers as a prison diversion program, and was key in navigating the COVID-19 pandemic and KPEP’s response to the protocols.

I am grateful for his partnership and look forward to continuing our work together in the year ahead.”
Prior to becoming COO, Lindsay held several positions within KPEP. Starting in 2005 as a part time resident coordinator, she was promoted to full time resident coordinator shortly thereafter and worked at the Olmstead Rd. facility with the women’s population. From there she held various positions including security supervisor, subcontractor with the Allegan County CCAB, and in 2010 transitioned to the administrative team serving in roles including executive assistant to the president, office administration, and systems administrator.
